To be clear, this is a bug. The behaviour you're seeing today will be reverted tomorrow.

I'm on version 13.07.952410 Latest is 13.07.955230, please restart the EVE Launcher so that it updates the EVE Client (which was pushed out shortly before downtime).
(BTW, the EVE Launcher is at 2.2.950061.)
